    Fine, use Voi if you have to (not that I've had massively good experiences with the Voi or Bolt services I used elsewhere), just make sure there's a high number of hire bikes very obvious to people parking at the P&R, and at the stations.

    Yes, especially at night, getting an infrared camera up in the air that can get a view from every angle and can scan multiple miles of lineside in less than an hour will be a big improvement. Especially for things like getting trains moving after self-evacuations.
