I agree there will be trips to/from Okehampton that were previously to/from Tiverton Parkway (and Exeter too). However, given that Tiverton Parkway usage is 33% above its pre-Covid (and Okehampton reopening) peak, any significant abstraction would be difficult to prove.
And Vehicle Excise Durty is £8bn per year. Good maths, yes the average would be about £50m per mile - it’s the current industry benchmark.

As for journey times, it would be considerably quicker than the current peak-time bus service (see earlier posts) and probably 10-20 mins faster than an Express bus if introduced.

Welfare spending was 19% of total government spending in 1960 rising steadily to 34% in 2015. From 2020 (post-pandemic) it’s c 25% - not a welfare cash reduction but a reflection of the increased total spending.
Govt funding of the railway is 0.93% of total government spending today and was 1.3% in 1963. Good value I’d say considering the tax receipts from railway operations, never mind other economic activity (and tax receipts) enabled by the railway.
