It's supposed to be the appropraite mode for the route/geography. A tram, very-light rail, bus rapid transit or something else. You're probably get a tram on the Bradford-Leeds and Leeds-east Leeds bits, but not necessarily on Bradford-Spen Valley-Dewsbury, and almost certainly not on the bits...
