If I was reviewing a refund request for a ticket bought through the forum's site or TrainSplit, I would certainly agree and provide a full refund under this condition.

The FastJP site doesn't, but the underlying journey planner does and so will the retail sites which use it, like the forum's site.

It does seem to be a mixed bag. Trainline/Hafas and FastJP seem to refuse the discount, while Pico, Assertis, CTrip, Worldline and AtomCore all permit it. Maybe some journey planners only check the geography of passenger calling points, while others will include passing points as well...
