If an "Emergency Switch off" had been requested (and agreed by the ECR - not all are), the procedure is to drop the feeder breaker to open the section to the midpoint. This would also kill any bare feeders/ATF. Of course that's not an Isolation (with Earthing) which would be effected somewhat...
