I wonder if that's because commercial drivers in their vehicles would count against working hours limits, while getting in a passenger carriage would allow them to take a mandated break?
What a pain, but it is what it is. What about finishing short? Might be able to get picked up from there and it feels very odd to say you're not allowed to get off a train. Obviously it's not a break of journey because there's no intention to continue on.
