    I have found one in NI and ROI with Fermanagh & Omagh District Council and Leitrim County Council which appear to have nothing crossing the border between them.

    Cumberland Council (unitary authority) and Scottish Borders Council (unitary authority) appears to be another one. It has three roads crossing the border but no bus routes. It is a very rural area.
