Airedale and Wharfedale Overcrowding

Under the new franchise which will be announced towards the end of this month/beginning of December, they will have to provide new units and so you will see an improvement in services from 2019 (a long way off I know)

Hi wonder if you could help. I've come across a non-block signal and I am baffled as to how it works, who controls it etc... Could someone kindly shed some light as to what they are and what there purpose is. Thanks
