In my experience it is only places which use FlatPay payment terminals, but it could be more widespread.

I just got hit by this for the first time in Finland... 16 cents on a 4 euro drink. Tapped at 4 euros and then the transaction was processed at 4.16. Not thrilled.

Very obviously valid just from looking at the reservations. It is ridiculous there are railway staff who couldn't work that out, even if they didn't know the rules, just from reading the ticket!
