I would imagine that the local stopping services on the TRU route would require the level boarding that the new trains would provide to reliably fit in between faster services.
Isn’t some of this to do with the method of buying a ticket to the likes of Enfield Town, Brimsdown etc., where it is cheaper for people travelling to King’s Cross with LNER with a flexible ticket to these stations?
Probably yes for people travelling from London to the Home Counties, but that is dependent on what the long term plan is for rolling stock, i.e. how long the trains will be.

My choice of reopenings in that part of the world would Northampton to Wellingborough. My view is that Northamptonshire’s rail issues lie on its lack of internal and east-west connectivity. Being able to change at Bletchley onto East West Rail services will also help with this in the long term...
