Yes, the TrainSplit app can be used for journeys wholly on ScotRail. (This also applies for any TOC in GB, such as TfW, MerseyRail etc)
TrainSplit (and therefore also the forum booking site), offers E-Tickets for as many ScotRail journeys as we are able to.
That is correct, however you can sign into the TrainSplit app on both iOS and Android, using the same account you booked tickets with using the forum link, and those forum bookings will be available in the TrainSplit app
