I may be wrong but I am 99% sure that if network rail wishes to redouble through here then the highways agency is obliged to reconstruct the M5 bridge at their own expense as the abutments are built on railway land. In fact I believe I read somewhere that they will be more than happy to do so...

Well seeings that NR can afford to spend £5 billion on the Paddington line I would think its a reasonable assumption that they could afford £150 million to redouble the salisbury to exeter route.
I have come to the conclusion that Network Rail doesn't think there is the demand to justify redoubling the salisbury to exeter line. This is despite repeated requests from South West Trains, MP's and passenger groups. Also increased levels of people using the route would seem to quash NR...
Extending the third rail from Basingstoke through to Salisbury and Exeter seems to be a bit of a no brainer to me...and it would be relatively cheap compared with the Paddington to Bristol electrification scheme.
