Cheaper to C4 a four car 455 than a five car 458, and the 455 is compatible with a larger fleet making it more flexible.
Of course the money would be better spent on getting the 701s into service.
458534 has ran out of miles to it's C4 exam and so must stop until that exam is done. As the cost of a C4 exam is quite significant, and the unit has no future after the 701s are introduced it has to be determined whether it is cost effective to do the exam and keep leasing the unit, or hand it...

In this case it's not about extending the lease. It is running out of miles until heavy maintenance is due, a C4 exam I believe. This would need carrying out before the lease could be extended. Much better to get one of the 458/4s into traffic, or even get some 701s into service.
