Can someone be banned from using the railway?

Does anyone know if it is possible to check if someone is banned from using the railways? Does a list, accessible to the public, exist?

I am certain that in 1999 the man I worked for was banned for life from using the railways. This is because he had a family rail card which entitled him to travel cheaper if a child was with him. He was travelling with another adult, but no child. When a ticket inspector asked him for his...
