There's a underpass in the field to the east, perhaps it would be easier to negotiate with the farmer about putting a path down the side of the field, than with Network rail.
They are a Transport for West Midlands Product. I doubt they can be issued online.

It's not really an end to end service, any passenger going to the airport will probably be directed by journey planners on to a Liverpool with a change at Crewe as it will be so much faster.
There is some demand from Stoke to the airport and places like Sandbach/Homes Chapel.

If you use Aberystwyth- Llandudno Junction as an example on journey planners, it suggests you can take the bus from Aberystwyth.
Theres even advance tickets available
The one from Stafford arrives at xx25 and to the Airport departs xx16. So its not great and something will have to change.
Southbound the Airport train arrives at xx38 and the Stafford leaves at xx33
Further south it looks like there is some more silly undercutting going on.
