There isn't a guaranteed time for it to become available. Generally the aim is for the comms to be available by 2200 at the latest; but with disruption of the level of today, that isn't always possible.

Too soon to tell, until the set balancing and crew (un)availability tomorrow is confirmed!

The class 242 locos in Czech are still clinging on; despite their last day on passenger work supposedly being the end of June, there's only been four days this month where one hasn't worked (though usually only one, on a given day). 242213 was in traffic today, photo attached.

There are some loco-hauled GO Transit rail services which start / terminate at Niagara. There's a regular bus (every 30 minutes, most of the day) from the railway station to the Falls.
