Simple answer - very few trains head that way, and therefore the boxes the control the signalling are rarely open > Cue tons of cable theft.
3/4 of the signals are now completly black and Network Rail has taken the decision to close the line...
So, actually... From an outsiders point of view - It's the TOC's fault because they are not allowing their drivers to have full route knowledge, eg XC and the diversion via Barrow Hill, Woodburn, Nunnery...
