I believe it is, but that is not the station I am thinking of. As with most clues, "in the East End" should not be taken too literally.The answer is more Winehouse than Limehouse.

With only thirteen letters that is too short to be the answer. The clue says "flogging", not "flog" and it is significant. Try to think of another (common) possibility for "hundred".

[Two days later] The 'flogging' part is particularly associated with the Isle of Man (as the answer to an old pub quiz question).

Windsor Road? There was once a station at Southport under that name which opened in 1878 but was later renamed to Southport (Ash Street).
I won't put another one up until I know if that is correct. I am thinking of Windsor as the current queen is of the House of Windsor.

The answer is a current station, so not Windsor Road. I hope that it is clear from the clue that you are looking for a pun which would exclude Windsor Road as well.
Bear in mind that the answers are not restricted to NR stations - the OP mentioned the Underground as well.
