Received a PFN on 4/10, travelling from Wednesbury Great Western Street to Bull Street.
Zone 1-3 Day Off Peak ticket was purchased around 12:45pm on their app before even reaching Birmingham by train as I live in Warwickshire.
At Winston Green Outer Circle many RPOs boarded the tram and were checking tickets around 5:00pm. This was my return journey with the outward journey from Bull Street to Wednesbury Great Western Street starting around 1:30pm, where I was not checked at all and had been blissfully unaware of the need to activate.
As my ticket was displayed in “My Tickets” part of the app after purchasing I thought I was fine, but had realised on the return journey that I needed to activate it, and did this mid journey back. However, there was still some of the activation timer left when the RPO was asking me for ticket so they mentioned I would have to get off tram with them. They explained they would be issuing me a PFN and I could appeal if desired. I provided all details and stayed calm and explained that I am not from the area and had set up my account and purchased ticket earlier on. They said they understood but continued anyway and said this PFN is a valid ticket for my journey now.
I sent off my Stage 1 Appeal online on the 4th and it was rejected on the 6th. In that appeal I uploaded screenshots of me creating and activating my WMM account and then buying my day ticket 6 mins later along with the PFN saying “Reason: Other” and a screenshot of my activated ticket after timer completed. This was roughly what I wrote (2000 character limit online):
I am writing to formally appeal the Penalty Fare Notice issued to me, under the grounds of a genuine misunderstanding by a first-time visitor acting in complete good faith.
I am not from the West Midlands area and have never used this network before. In fact, I only created my MyMetro app account today to facilitate my travel. Being entirely unfamiliar with the specific activation rules of the network, l purchased a digital Day Ticket via the app at 12:46pm.
Because I am a first-time visitor, I mistakenly believed that holding a fully paid, valid Day Ticket within my brand-new app account was sufficient authority to travel. I did not realise that a separate, manual countdown activation was strictly required prior to boarding the vehicle on my return leg.
On my return journey, I realised the ticket needed to be activated and did so. When I was inspected, my ticket was not fully yet active. The inspecting officer marked the reason on my notice as "Other," recognizing that this was an unusual circumstance rather than deliberate fare evasion.
I have attached a screenshot of my app's purchase history proving this Day Ticket was bought at 12:46pm, hours prior to being stopped, demonstrating my clear intent to pay for my travel from the outset. As a brand-new user and an out-of-town tourist who made an honest mistake navigating your system, I kindly request that this penalty be overturned.

the appeals service website malfunctions when I try to create my second appeal so I was told to reply to their help email and assured it would be passed on(not sure to who).
Ideally I would like to receive a caution/warning and the fine to be cancelled but appreciate that’s pretty wishful thinking. It is my limited understanding that at stage 2 or 3 of the appeal process(although WMM website seems to suggest only 2 stages?) there can be some possibility of mitigation/understanding compared to earlier on in the process. My logic is that I may as well try appeal, as you never know. Based on the speed of their response to the first appeal I could still be within the £50 discount window by outcome of Stage 2 anyway.
Finally, I am confused as the RPO kept saying appeals are done by an independent third party that are “nothing to do with us” but the notice says I can also write to WMM directly, is that just for physical letters?

Appeals Service Glitched?
Hi, I am trying to lodge a Stage 2 appeal after my Stage 1 Appeal was rejected. However, when I go to submit a second appeal on the appeal service website it says they don’t deal with TFL appeals, but my appeal is not with TFL, it’s with West Midlands Metro… I have emailed...
