Avanti West Coast - Renationalisation on March 7th 2027

What was the original proposed date of renationalisation or was this TBC?
Their current contract’s 3-year core term actually ends on 18th October 2026, so they’ve extended it by a few months. It could have gone up to a maximum of 9 years, with 3 months’ notice of termination at any point after the 3 year core term. I guess that DFT Operator aren’t ready to absorb Avanti West Coast by the ending date of the original core term.

I will place 10p on that involving timetable cuts, similar to what happened with TPE. Although it will be eggs on their faces (again) when nothing changes post March 2027.

…when GBR starts negotiations over unified T&Cs, because having such variations within a single organisation is just asking for needless complications.
Is there a separate thread covering this topic? It’ll be speculation but, as a total outsider to the industry, I’m very interested to hear how GBR will tackle this thorny issue.

I'm sure one will probably get started sooner or later if the subject gets enough traction. Right now though I think the government are more interested in just getting everything in-house and worrying about that later.

Thinking about the political aspect of it, Sunak announced that HS2 wouldn't reach Manchester whilst at Tory conference in a former Manchester railway station; it would be a courageous, to use a word, move to have Avanti renationalisation announced at Labour conference in Liverpool to be swiftly followed by service cuts to Liverpool and to No. 10 North's city.

Avanti are already in the habit of making small cutbacks to the timetable based on demand periods like they did over the summer and plan to do over the winter. The DfT have practically been given a precedent to do this in a way that sounds quite reasonable if not a little controversial. Interestingly Manchester is not among the destinations missing out here, it's largely Birmingham and Liverpool.

Milton Keynes was actually hit worst over the summer - the fast Birmingham service had three hour gaps. Rather than doing what used to be the case of connecting the semifast service to the Glasgow/Edinburgh and removing a fast they just took diagrams out of the semifast service, removing key peak time trains rather than actually thinking about it properly.

Can’t help but find this statement rather delusional. AWC has, at best, been mediocre. I guess the one consolation is they managed to introduce the new trains more smoothly then some other operators. Apart from that, they have achieved little.

As an aside, one wonders what is special about “working closely” with the government, as opposed to just working with them?

The most passenger-friendly option (not necessarily the most friendly to the Treasury, so wouldn't bet on it happening) is the LNR/WMR or Chiltern (+ connections) flexible tickets being merged at a price point close to whichever's currently the lower of the two.
You know that will never happen...

I think the "never assume conspiracy when incompetence is a more likely explanation" thing applies here. It was just a sloppy quick job - lop out a couple of 807 diagrams without touching anything else and without considering the impact of doing so.

To be fair to Avanti, while they have fallen short in many areas, their plans were practically thrown up in the air immediately after taking over the franchise because of the pandemic. Then they had to deal with driver shortages due to lack of training over the pandemic which made backlogs even worse, and then you have DfT micromanagement coming in along with typical WCML infrastructure problems. I think staffing and employee relations were arguably a low point though.

Probably, yeah. I am lead to wonder about Pendolino utilisation given how the secondary Liverpool was largely cutback during these shortages and will most likely be cut back again over the Christmas period (fair to say the 807 path seems to be the core London-Liverpool route).

The Secretary of State for Transport, Heidi Alexander has announced that Avanti will come into Government control on Sunday March 7th 2027.

The formal announcement will be made in her speech to The Labour Party Annual Conference tomorrow.
No doubt to huge applause.

Though the fact remains that they will be operating an ambitious timetable with the same 56 Pendolinos, 23 Everos and a busy and knackered route.

I would put serious money on an announcement that reverses the stance on HS2. Probably not calling it that, or even saying a date, but I reckon it will be in there.

Short term you could maybe have it as part of a link or depot structure within the organisation, but I expect this might actually be something that gets resolved when GBR starts negotiations over unified T&Cs, because having such variations within a single organisation is just asking for needless complications.

Unified T&Cs will never happen until the current cohort of staff have left or retired, I don't believe GWR ever managed to unify T&C's of the former TOCs it encompasses.

My own large company merged with another 10 years ago and most legacy front line staff are still on their original contracts, it's just too difficult to do anything about on a large scale.

As long they reduce the Any Permitted fare to compensate... (we can dream at least)
Once they're not competing with each other, it would be sensible (and thus definitely won't happen) for longer distance travellers to be encouraged to use the Intercity services rather than piling onto the local commuter trains and crowding out the passengers from stations where there isn't the choice.

Looks like it might a process decades in the making. Maybe the newer staff could be put under new GBR contracts (that being those who applied under GBR and not the previous TOC) while staff before then remain on their original. But only time will tell on that one.

I'd put money on that, or a variation of it being what happens to be honest for the most part.

I believe that, after Chiltern was renationalised, there were no more pre-announced dates outstanding.

What we have known since the process was started is that the plan was for TOCs to be nationised in order of the franchise core term expiry dates. But Avanti and EMR tie on CTED so we didn't know until today which of the two would be next.

surely such a thing would have been leaked by now. Didn't the HS2 curtailment have a few days of will they/won't they in the press?

Maybe pressure on Sunak both ways (from the Telegraph and others to cancel it, and from Andy Street and from outside Conservatives not to) and the fact that it was cancelling a plan rather than reinstating the semblance of one meant more leaks.

Considering it was all falling under Great British Railways eventually, why not just go with "West Coast" as a temporary name before bringing it under GBR InterCity? Given it is alleged to be merging with London Northwestern I think something like "LMS Railway" or just "LMS" would've been more fitting than "One West Coast".
It is interesting, isn't it that LNER (plus Great Eastern) and GWR - and to an extent Southern - were resurrected by the TOCs but LMS has not...

It's probably a bit complex. The GWML is an obvious spine with a load of branches. The "LMS" is much more complex - yes, they can integrate WMT's LNR branded services fairly well, but Northern and TPE really complicate things.

If the TOC areas are split/joined as rumoured, it will be the first significant change of the "franchise map" since the SRA formed the current set in 2004-06 - three TOCs would be reduced to two, though they will both still serve the West Midlands.

Presumably East West Rail services will go to the WM business unit along with Chiltern.
Where does that leave the Marston Vale line, the only diesel-worked line in the ex-LNWR basket?
Presumably also, the class 350/730 fleets will need to be split.
The planned Birmingham-Manchester Airport service will be awkwardly set between the WM and WC operations (not to mention Northern).

For the WM business unit, the West Midlands Mayor can hardly control services south of Coventry/Leamington or north of Wolverhampton.
Another presumption would be the WC operation being the operator of HS2 services when they come (as Virgin/Avanti has been to date).
It will also mark the end of FS/Trenitalia interest in the UK rail market.

I'm interested to know what WCML infrastructure enhancements will flow from this announcement that are not already in the CP7 funding package.
There will be no new trains for the WC operation as both current TOCs have just completed their major class 80x and 730 rollouts.

Hes nailed his colours to the mast here by personally associating himself in this way so perhaps nationalised Avanti will get what it needs in monetary resources to deal with its underlying issues now.

That sounds like a reason not to put East West Rail (or Chiltern, apart from possibly Leamington to Stratford shuttles) in the West Midlands Business Unit.

It doesn't help that the West Midlands (region) outside the West Midlands (county) doesn't yet have any mayoralty areas agreed upon, though in Staffordshire's case, Lichfield and Rugeley services spend enough time in the inner West Midlands that I'd expect them to stay with Birmingham.

Rail magazine are saying that Avanti West Coast will be merged with London Northwestern to form a single business unit called "One West Coast".
I suspect that will simply be a PR term. "We are creating one wet coast!". The operation wont be called that as it will surely create the kind of confusion about times and titles as per above!

The Government announcement has some details, including amendments to Manchester timetables

By bringing AWC’s services into public ownership in March 2027, West Coast services will soon be run in the interests of passengers, not private sector shareholders. The move supports the government’s drive to put essential services back in public hands, connecting people to opportunity and delivering growth in every postcode.

Avanti West Coast passengers have been experiencing frequent disruption on one of the country’s busiest routes for years. Performance remains behind the industry average, with passengers frequently frustrated by delays and cancellations. Infrastructure issues along the West Coast Main Line (WCML) resulting from long-term underinvestment are the biggest cause of disruption for passengers.
Changes passengers will see include:
  • Fewer delays and cancellations thanks to an extra £10 million boost for power and signalling maintenance to be delivered by the end of 2027. This is in addition to the existing £840 million investment to improve infrastructure problems, which account for a third of delays on the WCML.
  • Faster and more reliable services through changes to existing timetables, focusing on routes going in and out of Manchester. Amendments will start to come in from December 2026.
  • Upgraded facilities at Euston with a £50 million investment at Euston station over the next 3 years. £11 million will initially go towards creating more seating, better waiting areas and refurbished toilets and within the next year, passengers will also be able to access their train further in advance of departure to streamline boarding. A further £10 million will be invested in other stations on the WCML to improve comfort and cleanliness before the end of 2027.
  • More stable internet connection along the route through the deployment of low earth orbit satellite technology to secure faster and more reliable wifi and 5G coverage onboard.
