I am surprised that the OP has had nothing from SWR giving details of the award
Errm...
SWR paid the Delay Repay claim for outward journey,

My point was that this could be the issue, if this is all they are allowed to share.
And mine was that lots of information can be shared about the ticket and claim without breaching GDPR by sharing customer information.

It appears that the claim was in both cases using the ticket details without, in the second (AWC) case giving the actual journey details. Therefore it would look very much like a duplicate claim.

If you are delayed on the outward leg by Northern and choose a complimentary ticket, can you still claim 100% of the ticket price if you are delayed on the return by a different TOC?

I don't think there's anything that prevents you from doing so. Northern complimentary tickets don't have a face value so they can't contribute towards the 'cash' amount of compensation you've received.

You don't claim any percentage of the ticket price, you claim for however many minutes you were delayed by. It is the TOC that calculates what percentage of the ticket price they are going to award. You are perfectly entitled to claim that you were delayed - whether you are entitled to compensation and whether the TOC grants it are entirely separate things.

In the case above, I suspect Northern would be happy to give another complimentary return ticket for the second delay, and that could be of considerably higher value than the original ticket.

Might there be data protection issues with sharing details of one TOC's interaction with a customer with another TOC? Just because both TOC's DR claims are dealt with by the same organisation, doesn't necessarily mean it is allowed to share the information between teams.
Data protection legislation have many exemptions, and one will be data sharing for legitimate purposes such as fraud prevention. What the companies must have is a robust process to ensure such data is shared using a secure method.
