Go Ahead: Dewsbury Small, Cleckheaton and Leeds Pudsey
Stagecoach: Kirkless North
Transdev: Huddersfield Small and Hebden Bridge
Holmfirth: Tower Transit and Hebden Bridge
Stotts: Slaithwaite
Tower Transits: Holmfirth and Leeds Bradford Airport

Looking on the find a tender website, this list appears to be who's won what

Wow, so with Stotts winning Slaithwaite, that means South Pennine haven't even less work because I'm guessing Slaithwaite includes the Marsden and Meltham local buses, the Marsden via Meltham to Holmfirth route and the Halifax to Holmfirth via Slaithwaite service?

So Tower Transit will need a depot in the Holmfirth area to operate no more than about 4 buses!

Stotts having run the Holmfirth locals faultlessly for about 25? 30? Years have now lost them to a multi national operator

Well that explains the planning application Go Ahead submitted for a depot in the Pudsey area! Interesting that they keep Cleckheaton as well. Will the site still be shared with Caledonian Travel once franchising begins? Still none the wiser on Heckmondwike...
For Transdev Waterloo depot looks like it will survive then. Idle depot not so much
The depot to watch here is Transdev's Elland. They've won a package in the Hebden Bridge area. They could operate the package from Waterloo along with the Huddersfield package but its quite a bit of dead running (although nothing compared to what Tower Transit might do!) They could operate it from their Elland depot but there's still some dead running or they could open a new depot in the Hebden Bridge area. I suppose it will all come down to what packages Transdev win in the Halifax and Calderdale area.

Could they theoretically share a depot with another operator as long as the depot isn't WYCA owned? Like with Stotts or Transdev?

Wouldn’t the Hebden bridge work be the 900 901 given that it’s a Kirklees zone contract not a Calderdale one

I don’t know what you mean by ‘keep Cleckheaton’, it’s a local service in the Cleckheaton area that they’ve won (probably the 259), not Cleckheaton depot, although they may run it from there. Cleckheaton depot doesnt actually run any services locally

A local service in Cleckheaton?

I think a £40m contract is a bit more than the 259!!

Well I assume they'd continue to use Cleckheaton given that its likely more that just the 259 for £40m! Go Ahead currently uses Cleckheaton as a way to establish and now grow their West Yorkshire presence prior to franchising which they got when they purchased Procters and the associated coach operators like Fourways. They could operate from Pudsey but I guess it will come down to space and deadrunning.

According to a post on Travel West Yorkshire, it's 387, 900, 901 & 902.

South Pennine did not bid, so that was always going to happen.

The Halifax to Holmfirth route was withdrawn a while ago. I'm not sure it'll return under franchising.

Yeah, handy that they've got a prospective depot right where they need one. That said, the package is only for about 4 vehicles so wonder if they are moving stuff there though there is the tier C schools work too? Some very rough fag packet maths (don't hold me to it) would suggest their Cleckheaton package is probably around 20 or so vehicles, with another 14 or so for Dewsbury small.

The more interesting parts are that Stotts have retained some work so good to see one SME has managed to retain some stuff though it's overwhelmingly a world of corporates. Stagecoach re-enter West Yorkshire after a good few years - to pick up on @Tetchytyke's comments, perhaps it was that Stagecoach submitted under the YT entity whilst other firms like Go Ahead used their corporate entity in the absence or pending setting up a local OpCo?

And of course, nothing for Arriva. So, what the Heck? And Transdev at Waterloo - still a drop in numbers

ps Nice typo of Slaithwaite

Go-Ahead have been awarded the maximum number of contracts/PVR for Tier B as per the criteria. The Fourways depot doesn't really feature, as it really isn't the tardis that many people seem to think it is!

The Stagecoach win is quite small.

Stotts have a win, but a reduction. Transdev Waterloo is a drop on service work, which was always likely given the tender contained less work, but schools detail hasn't been published.

The Tower wins are a bit random and not near to each other and nothing else near to Holmfirth is due. And I'm quite surprised they undercut Stotts.

Arriva don't appear to have bid!

Yeah, the Stagecoach one is about 10-12 vehicles, I reckon on my Lambert & Butler spreadsheet.

Gomersal is reasonably large but, of course, there is all the Fourways work anyway so the scope for more service work is limited.

I too was a bit surprised that Arriva don't appear to have bid.

One thing I have wondered with the franchising is what happens to services which operate wholly outside West Yorkshire, or are tendered by another authority, if those services are currently run from a large depot in West Yorkshire?

I'm thinking Keighley. Transdev operate the 72 and 64 around Skipton, which are NYCC contracts. There are also a host of Dalesbus and other services operated by various operators such as First, Arriva and Transdev.

In the case of the 72 and 64, there are no other bus operators in Skipton at all, since the demise of Pennine 12 years ago, apart from NYCC itself, and they don't have vehicles big enough for the traffic on the 72 at least.

When Keighley becomes a WYCA Weaver Network depot, what happens to services such as the 72? Would whoever ran Keighley be able keep it? Or would NYCC have to get another operator - which in scant supply round Skipton!

This is all very much an open question!

I'm less worried about Dalesbus services, as these use "spare" vehicles on a Sunday, and I can't imagine WYCA objecting to franchisees running them with WYCA buses under contract to Dalesbus.

But the other cross-border or out-boundary services are an area that WYCA hasn't really addressed, other than to say that they will look at funding existing cross-border services under normal subsidy contracts if no commercial operator wants to run them. From what I have seen, they have been a bit cagey about whether operators with an 'A' depot will be allowed to run any other services from it. I wouldn't have thought they would have a problem with an 'A' depot continuing to run permit services or even out of area services that they currently run, but that assumes that whoever wins Keighley 'A' wants to run them and gets awarded the NYC contracts.

It would be a lot of dead mileage for Transdev to run them from Harrogate or Burnley – Idle is more plausible for the 66, either if Tower Transit took it on or were willing to let Transdev share the yard – but setting up a stand-alone operating centre for a PVR of 5 doesn't seem likely. The only other operation I can see that within a sensible range of the 64/72 is Hargreaves Coaches at Hebden, but I don't think they have ever done stage carriage work before so they may not be interested in it now!

My suspicion is that a lot of this fell into the "too difficult to think about right now" basket before the scheme was set up, and in the absence of any other viable alternative, they will just let the status quo continue – but it would be nice to know that for sure.

Something interesting to note is the list of unsuccessful bidders for the Tier 1B packages listed here: https://www.find-tender.service.gov.uk/Notice/084929-2026#main_heading_anchor_2
These are:
Diamond Bus (North West) Limited
Squarepeg Buses LTD
Tetley's Motor Services Limited
TLC Travel Limited

Unsuccessful bidders for Tier 1C aren't listed as Unsuccessful bidders are only listed if the value exceeds £5m.

Tetley's won some school contracts so I'm a bit puzzled by why they're mentioned here. It looks like Arriva didn't bid as they're not listed.

I'm less worried about Dalesbus services, as these use "spare" vehicles on a Sunday, and I can't imagine WYCA objecting to franchisees running them with WYCA buses under contract to Dalesbus.
WYCA does provide funding for DalesBus and in fact contributes hugely to the production of the train + bus timetable booklet for DalesBus which is why the WYCA and Metro logos are featured on it. I'm sure they'd be happy to work with DalesBus to continue these services under a franchised regime.
I'm thinking Keighley. Transdev operate the 72 and 64 around Skipton, which are NYCC contracts. There are also a host of Dalesbus and other services operated by various operators such as First, Arriva and Transdev
Arriva Yorkshire no longer operate DalesBus services. Arriva only operate DalesBus services from their depots in the North East providing access from Middlesbrough, Stockton-On-Tees and Darlington. First operate the 876 and Transdev operate the 820, 821, 864, 866 & 873 from Keighley as well as the 74 and 875 from York which enter West Yorkshire.

Apart from the 900 and 901 - which, as stated up thread - are Kirklees area routes, I assume that the other Hebden Bridge and Todmorden local services - currently operated by TLC - will be awarded in the next round of franchises. Is the 901A (Hebden Bridge-Mytholmroyd-Cragg Vale evenings and Sundays) counted as a Calderdale route? Rumours persist locally that TLC may be put up for sale in the near future.

Calderdale is in the third tier.
Is TLC saleable? I assume most of its fleet is rented or near end of life, its routes are all in scope of franchising and the Access bus work is about to go out. There might not be much value unless it owns it’s depots

Perhaps that's why they have not been awarded any routes up to present....and may not be in the next tier either. I'm pretty sure that their depot at Eastwood is leased....but I'm not certain about their main base in Bradford.

I’d be surprised if depot tenure has any impact given that at least TLC has one whereas Tower doesn’t!

They have a fleet listed as 65 vehicles on bustimes, with almost half of those being branded for AccessBus (which doesn't include the new Weaver-branded Stratas). Of the rest, only a handful are over 15 years old, while about ten are under 10 years old. I don't know which vehicles are leased but if we assume that all the white ones are leased then that's almost all of the ones under 10. That leaves the bulk of their owned fleet being older but not elderly, still with a few years of life left in them but not great for a long-term prospect.

My point was that Cleckheaton mostly runs Bradford and Calderdale services at the moment so isn’t effected by this tranche.

I wonder if something substantial like the 254/255 might be part of this Cleckheaton batch?

Is there a list of the routes that are in the ones won already including the larger ones announced about a month ago

Given that, at the new shelter I mentioned above, they're included a new timetable case, it doesn't look like Metro's intention is for passengers to rely upon electronic routes for information . However, over a month after the new shelter was fitted, it still doesn't have any timetables in it. It does however, have an information sheet from Metro which includes lines asking passengers to take into account Covid advice when travelling.

Why are Metro so poor at everything they touch?

When it comes to what Cleckheaton currently runs, there's not much left that likely isn't included in a package that's been tendered for. The 30 is likely part of the package Go Ahead won for Pudsey. Routes like the 112/112A, 212 & 213 could be part of the smaller Dewsbury package also won by Go Ahead.

That leaves the 571, 615, 616, 619, 633 and 61/61A. The 615, 616, 619 & 633 will likely be part of the larger Bradford A lot, or whatever form these routes will take under franchising. The 61/61A might go in a smaller Leeds package, likely not in the second Leeds A lot for Hunslet Park depot. This only leaves the 571, which could go into a smaller lot or perhaps into the Calderdale A lot for Halifax depot.

Basically, a good chunk of Cleckheaton's routes are already dealt with. The only routes up in the air are the Bradford ones that won't be operated by Cleckheaton by 2029 anyway and then the 61/61A (again not operated by Cleckheaton by 2029) and then the 571.

You wonder how Tower Transit’s finances stack up for Holmfirth locals compared with stotts when they will have to establish a completely new operation. Stotts use the same staff that one day work on a solo one day work on a levante coach.

A quick look through shows those services being about 6 vehicles. The 571 and the Bradford stuff is about 13

The comparison isn't with what Stotts do now, but meeting the future requirement, in terms of staff. The package may be suitable for a small stand alone operation. However, point taken that they will have 4/5 vehicles on their own working in a corner of West Yorkshire away from anything else so how they have a stand alone operation in that area will be interesting to see.

Oh yes you're right as it was me who reported it at the time lol, totally forgot they withdrew it.

Still of this latest lot to signed etc so Tower could decide its pointless having an isolated 4 vehicle operation and back out. The alternate is whether the agreements allow sub franchising. Or will they do a 21 Transport approach and have a scattering of unkept looking vehicles outstationed in farmyards.
