Oh, apologies. I meant it would be daft if they changed to roll with no ability to fulfil to TOD to cover TfL tickets (quite sensible to change to roll for the reasons you state-so long as provision is made for the remaining magstripe only cases)!
None of those solve the problem of issuing tickets through London, though they're reasons for change.
Just a reminder that passengers should be in possession of tickets before they board the train where ticket issuing facilities exist. Most stations have a TVM these days so onboard sales or collection of tickets should be the exception rather than the norm.
I am talking more about FIP, PRIV and IR tickets issued when ticket offices are closed/none on the station and the staff member not having access to RST Online due to not working in the UK.
They are very edge cases, and I wouldn't want to give the impression to 'regular' passengers that it's fine to purchase on board when it generally isn't.
Both the Mobile offerings from TTK and Magellan can sell to ToD when needed.

Ny recent experience is that Southern on train staff retain the ability to issue CCST. Ive only collected TOD onboard so i cant say whether they are using PRT for onboard purchases.
