Train operators in Sweden recently made their applications for "T27", ie, train paths and times in the 2027 timetable period, starting in December 2026. These documents are in the public domain, and some on the Swedish railway club forum have used freedom of information rights to request copies. These are applications, it's now up to Trafikverket, the Swedish Transport Agency, to decide who gets what.

For Norrtåg (currently operated by VR Sverige) there is an interesting change in the Luleå-Boden-Haparanda timetable, which is reduced from 3 daily to 2 daily roundtrips, but with new timings that point towards better connections with Finnish trains in Haparanda, one early morning and one late evening. (All trains originate/terminate in Luleå).

Recall, from a few months ago, VR filed paths in Finland for a pair of round-trip trains from Oulu to Haparanda. Based on those train paths for IC401/402 and IC407/408, I've expanded the Swedish data to make this timetable. Luleå times missing simply because the Swedish forum member didn't share them online.

in theory could get too stockholm using the new timing for NT93 (curtailed to Lulea) with a 22:18 departure at Boden but would never trust 6 minute connection like that

in general seems like Stockholm-Helsinki will be easier than Helsinki-Stockholm even if their is a 5-6 hour wait in Lulea

I'm excited about the return of the railway link between the two countries, but I agree that the market for Stockholm-Helsinki by rail is overstated. Maybe some nerds like me will do it (or do the full circle around the Baltic), but for Interrailers, that route represents a huge outlay in travel days and cost of optional sleeper accommodations. The ferries will not be threatened by this.

The counties of Norrbotten in Sweden and Lapland in Finland, both of which have provided co-financing and in-kind support for the railway and new passenger services, would, of course, much rather have a timetable that serves connectivity across the frontier to the two capitals... e.g. Oulu to Stockholm and Luleå to Helsinki.

For these regions, it actually makes sense to have train schedules that actively dissuade same-day connections Stockholm-Helsinki, because it encourages folk to stop a while and spend money on accommodation, food, etc. in the region, where tourism is an important but highly seasonal and aviation-dependent industry.

Remember also that the Norrland night train package in Sweden will be reviewed soon - Trafikverket reduced the service pattern in April 2026 because they are paying SJ a direct fee to operate the service, and it was becoming economically unsustainable. When the Norrland night train package is re-tendered, there is a chance for a better integration of night train timetables with Norrtåg schedules to Haparanda. And, when the Tafikverket Talgo night trains are delivered in about 5 years' time, there will be probably be another revision of paths and maybe even stopping patterns.

(As an aside, this week the Swedish government committed the next package of funding for the Norrbotniaban, ie. the northern section of the Botnia railway, which is now clear for planning and design all the way Umeå - Skellefteå - Luleå, which will reduce travel times on the Swedish side from 2035 or thereafter.)

Very very unlikely.

Although both are procured services, they’re procured by different stakeholders. Trafikverket procures night trains on behalf of the Swedish government because of the importance of maintaining connectivity between the north and south. (The current right wing coalition government favours air and road over rail, hence the recent cutbacks, but there’s an election in September which could change things.)

Norrtåg, meanwhile, was formed and is owned by the four northernmost counties with the purpose of providing regional connectivity to employment, education and hospitals.

So the two packages do different things and are responsible to different authorities.

Also, operationally, they’re completely different. There are locomotive hauled trains at one and electric multiple units at the other. If anything, the daytime train Luleå-Kiruna would “fit” better with Norrtåg. Vy Sverige had a period of operating both and that didn’t offer much efficiencies of scale or manpower. The drivers and on-board staff have quite different assignments and working patterns.

Short term planning is in general very much allowed, and in use almost daily.

What I am trying to say is, the regular timetable shows the big picture how things are proceeding. It might not be the timetable itself that is an issue but the bureucracy behind the scenes. Also, the summer holidays are coming...

No law - longer term timetables are decided by capacity and requirements etc. Shorter term changes can be anything from months to days in advance.

If there are no trains in the summer timetable then it is likely that no trains will be running. However, changes can be made of course, but I suspect for these services we'll not see news until after the summer.

Eklund said the target date is being pursued but the purchase-of-service contract between Traficom and state railway company VR has not yet been signed. Details related to the contract and border crossing are still being resolved.

According to an initial schedule, 15 weekly services would run between Oulu and Haparanda. Eklund said the final number of trips is still being adjusted to fit the budget.

The city council of Tornio is making a final decision next week for their share of funding. Also, the services have been adjusted to match the funding. Saturday afternoon services are out.

This week VR ran a test train to Haparanda. Sr2 locomotive 3227 is seen arriving with the first VR train to Haparanda late on the evening of 8th June 2026.

Briefly how train timetabling works in Finland:

Annual timetables run from mid-December to mid-December. For example, timetable year 2026 is 14.12.2025 to 12.12.2026. Operators apply for track capacity 8-12 months in advance of the start date, and Väylävirasto (the Finnish Transport Infrastructure Authority) try and fit it all together into a workable timetable. Engineering works (which are generally all known about this far in advance) are also taken into consideration.

Each annual timetable has six "change dates" at roughly 2-month intervals. If operators want to change/add/remove services in the middle of the timetable year, they can apply to do this, and the change will take effect from the next change date.

In addition, operators are able to request short-notice capacity in case they need to change their timetables before the next change date (e.g. changes to timing loads, ECS moves, museum trains, inspection trains and so on; the equiavalent of STP in the UK) or urgent new timetables (e.g. diversions, test runs, rescue locos, repair trains; the equivalent of VSTP in the UK). These are called "irregular track capacity" (ei-säännöllinen kapasiteetti), because they are not included in the annual timetable or the six updates to it.

Irregular capacity is not really meant to be used for planned timetable changes, so changes to passenger train timetables only happen on change dates, except in exceptional circumstances, such as medium-term engineering blockades (like the Espoo City Railway project).

The next change date is 10.8.2026, but applications for that had to be submitted already (18.6.2026). The next change date is 25.10.2026 and applications for that have to be submitted by 4.9.2026, with decisions published on 17.9.2026.

It has been officially announced today that the launch date is indeed 10 Aug 2026. The new PSO contract between VR Group and Traficom has been signed.

Tickets from Finland to Haparanda can be bought from 30 June. Interestingly the restaurant car on trains will be closed between Oulu and Haparanda.

I've been waiting years for this, but annoyingly, I'm working in Umeå on 10th August so there's absolutely no chance of me being there from day 1. Perhaps I'll wait and see if Norrtåg adjust their schedules to improve connections from the Swedish side and make a trip later in the year.

From VR Group's press release:

In December, the plan is to further improve transfer connections in Haaparanta, from where the trains of the Swedish Norrtåg operate to Luleå," says Juho Hannukainen, Director of New Traffic at VR.

So, no immediate rush to do a anti-/clockwise trip around the Gulf just yet.

That is correct. The conductors are trained to make coffee. This practice is already in use on short InterCity routes like Tampere-Pori and Tampere-Turku where there are often no restaurant cars. They offer a minibar as well, but i'm not quite sure about that if it will be offered on the Oulu-Haparanda route.

Funnily enough in Haparanda the Swedish trains depart from platform 8 while the Finnish trains use platform 21. It is a brave big station like Frankfurt Hbf.
