Chris Gibb has been sacked for this.
Most is behind a paywall but from comments on LinkedIn, he broke the clause about selflessness and he should always be using his position to act in the public interest.

A senior government rail adviser has been dismissed after criticising Whitehall plans to shorten HS2 train lengths. Chris Gibb, a non‑executive director at the state‑owned Department for Transport Operator, was reported by the Times to have had his contract terminated for allegedly breaching media rules.
Gibb, who joined the DFTO board in 2020 after more than four decades in the rail industry, served on the body overseeing operators brought into public ownership. Seven of the UK's 14 train companies - including LNER, Northern, TransPennine Express and Southeastern - have been fully nationalised as the Labour government advances its pledge to reverse rail privatisation.

Even if there were though, we've seen from CrossCountry the effects of shorter trains more often.Would the solution for Manchester be to to to every 15 minutes, not every 20? Or would there not be the paths?

This smacks of some senior official saying however bonkers our policy is, it is official Government policy, and if you are paid by Government you have to toe the official line. The point is that there will be demand that cannot be met. The exact details (whether they're physically on the platform unable to board, or try to arrange a reservation on their phone and are unable to do, so decide to drive or use a different mode of transport) are irrelevant; potential passengers are left behind.no one will be "left behind" as isn`t it reservation only, not walk up ?
