Over a number of years I have had to ask very specific questions of the ORR without getting a proper answer. When I reiterate/restate the question without getting the proper answer and/or evasive reply I pursue it as a complaint. The ORR would respond by stating the steps they took in providing their original reply, but still not provide the answer. Finally, they would refuse to communicate about the issue any further.

That has been my experience.

Have you had any bad or good experiences in your communications with the ORR? Please tell...

I asked them a question not so long ago and they replied with a very clear and detailed answer, so I was pretty impressed

Are these questions you are submitting under the FOI regime?

As with public bodies generally the ORR will tend to only answer questions that are strictly relevant to its functions and duties. It won’t just give ‘opinions’ on other bodies’ work. E.g., if a matter comes under the DfT, RAIB, RSSB, Network Rail, Passenger Focus or whatever you will be directed to them. This sort of thing isn’t ‘evasion’.

I expect if you repeatedly contact them on the subject of a level crossing on the A5, you may find that your enquiry is filed in the b i n folder.
