Is there a reason why you still aren't mentioning that the penalty fare was not issued from your boarding station? That's a stonewall reason to appeal it.

Else all you have is your word that the inspector violated your rights and your word that you didn't receive the Notice.

I did put in my message above that I'm a little confused with how exactly to word that and was seeking some advice?

Have you asked for CCTV yet, to see if it shows what was printed and / or handed over to you? You can then reference that request (which will probably still be being processed) in your appeal (i.e. do some of their work for them).

I would imagine all the CCTV would show is the inspector handing something over to the OP which sadly won't proof or disprove anything

Unless the inspector was using their body worn camera

I am writing to appeal the Penalty Fare Notice referenced above on the basis that it does not comply with The Regulations because the incorrect fare has been charged, and I was not actually physically given a Penalty Fare Notice, only a "ticket receipt" for my payment.

The Regulations require the fare charged to be calculated from the boarding station, which was Ipswich. I was charged £57.30. This would make the fare element £7.30, which does not correspond to any fare from Ipswich to Liverpool Street.

Regulation 5(2) lists things that "the collector must provide in writing at the time the penalty fare is charged". As I was only given a "ticket receipt" (image attached) and not a penalty fare notice, most of the requirements of 5(2), all of which must be met for a penalty fare to be valid, have not been met.

The Regulations are clear that if a penalty fare notice has not been issued in accordance with The Regulations, the Appeals Panel must allow the appeal. I therefore request that this penalty fare notice is cancelled and my payment for a ticket I was never given refunded.

Ridiculous. @lacou37 if you’d like we can help draft a response asking them to elaborate, as they’re supposed to, but completely understandable if you don’t want to get into that
