Both stations have very similar sized car parks (approx 70 spaces) and there is alternative on street parking around.

Whilst technically a thorough station. For all intents and purposes Ellesmere Port is a terminus for Merseyrail and although no buffers, lack of electrification means trains cant go further (Merseyrail dont generally use dual mode trains on that route). Ellesmere Port is quieter than Hooton.
What are you counting for rose hill? There’s no way you could get anywhere near 70 cars on that car park.
Marple probably isn’t far off that number. But with the car park on the other side of the road it offers far more parking than rose hill.

Cardiff Bay and Queen Street? One is basically a relatively quite branch terminus, the other is a major thoroughfare for multiple lines.
Queen St is not an intermediate station on a branch line to Bay, so does not meet the OP's requirements.

Just thought of Milford Haven with just under half the usage of Haverfordwest 2 stations long the line.

To a lesser extent as both stations have relatively low usage Fishguard Harbour has around half the usage of Fishguard & Goodwick.

A couple I don't think have been mentioned.
Wick being much quieter than Thurso.
Alton being much quieter than Farnham.

Regrettably, Wick was mentioned in post 66:
Thurso is well over twice as busy as Wick!
And Alton in Post 13:
Alton has about a third of the users of Farnham (which is presumably why Farnham-Alton wax singled and some trains used to terminate at Farnham off-peak).

Wick being much quieter than Thurso.
The two towns are about the same size, about 7,000 each, but Thurso has the ferry connections to Orkney, so its station serves a much larger population than Wick does.

Interesting that when the railway was built, Thurso was much keener on the idea than Wick was. At the time Wick, which is the county town, was about half the size of Thurso, but has since grown to be almost the same size, Thurso's population not having changed significantly) .

The reason for Wick's opposition was that, until the coming of the railway, most travel between Caithness and the rest of Scotland was by coastal shipping, through Wick harbour. The local interests realised that Wick would lose this traffic, and the resulting commercial opportunities, if Caithness had a rail connection.

Thurso, on the other hand, was the main port of departure for Orkney. Before the rail connection, travel between Orkney and the rest of Scotland involved either passage of the dangerous Pentland Firth to reach the east coast, or an overland trek across Caithness between the harbours at Thurso and Wick. The rail connection to Thurso would avoid this.

Both Banstead and Belmont are marginally busier than Epsom Downs, though none of them would really count as being 'busy'.

Isn't that because lots of people get on and off at Sutton? If you actually want to go to Epsom Downs and avoid a long walk you might do better by going to Tattenham Corner!

Possibly but then you have a long train journey instead!
