This was prompted by the Llandudno branch going to 2 car on the start of the Liverpool service, which I believe will itself be phenomenally popular and thus 2 car will be a bit tight.
Thus how could the 197s be cheaply changed so they are better able to deal with crowds and large amounts of luggage as are certain to come up in summer? Stuff like new seats is out because that's costly.
My first suggestion would be getting rid of the "catering cupboard" nonsense. It just isn't needed, and could be used to add either standing room, 4 more seats or a large luggage rack (or a combination thereof).
Based on experience of Northern's 195s which are broadly similar (though a bit lower density) and are almost as good at crush loads as Thameslink 700s despite the wider seat spacing with armrests, the main thing that would help would be removing a few rows of seats to create standbacks by the doors? You could also possibly get away with slightly reducing the pitch as it's quite generous to help create those stand backs, though because of the short centre section (doors are actually at thirds, rather than the quarters more common with 23-24m DMUs) you'd not be able to get an extra row in in the way some 170s did.
Might it be an option to turn some seats sideways to give a Tube like layout in a couple of areas to again allow more standees?
If some seats were removed, you could use them to convert "first class" to normal Standard in the units that have it, given that that has been abandoned. That would gain a few seats.

...includes a seating plan, which I reproduce below:
