Utrecht U-OV 10 euro daily cap

Various websites are advertising a 10 euro daily cap on U-OV bus and tram services in the Utrecht area if you use OV-Pay, for example


Vanaf 14 december 2025 start de nieuwe dienstregeling, waarbij ook de ov tarieven worden aangepast. Het aanbod abonnementen en kortingsproducten wordt overzichtelijker: er gaat een maximumtarief van 10 euro per dag en 100 euro per maand gelden.

But I can't find this on the U-OV website. Is this daily cap in operation yet?

Notable is that it only works with OVpay, not the OV-chipkaart. The 10 euro daily cap works automatically for everyone, for the monthly cap of € 100 you'll need to register for free.
Additionally there is also the DalVrij product which costs € 30 per month and also reduces the monthly cap by 30 euros to € 70.

Well worth to buy an OVpas for that (although credit- or debitcard should also work fine), below an example of the cap in action on a small tour through my home province:

The daily cap applies to all routes operated by Keolis in the Utrecht Buiten franchise or Transdev in the Utrecht Binnen franchise (so all U-bus, U-link or U-liner branded buses operated under the U-OV brand). On route 395 (Utrecht - Rotterdam) it does not apply in Qbuzz buses, but in Veenendaal the cap should apply regardless if you are using an U-OV or RRReis bus on routes 83 and 85.
Night buses are excluded from the daily cap, but have a fixed fare of € 5.

As an aside: such daily caps also apply for BUS/tram travel in Belgium on deLIJN (Vlaanderen, the dutch speaking area) and BRUssels/MIVB, but over there they also still have ´normal´ daytickets, that cost a few cents more as capping.
Expect this to become more widespread, also for other areas, in future with that OVpay system.
As could be expected, dutch forums - OVinNedelrand.nl, has it already and much more info on it, in enthusiasts style.
A bit vague still remains (also for me) how it applies to routes that go OUTside this fairly small province or on routes from other non U-OV operators that penetrate a little In the province (ut I guess the latter are simply out of this system).
A complete overview of all dutch BUS/tram daytickets etc in Nederland is on the site of rover.nl (by now not yet fully adapted for 2026-most fare changes are on 1/1) - dagkaarten.

Nothing vague about that. It applies on all U-OV routes, also parts outside Utrecht province, and not at any other routes except 85 in Veenendaal which is jointly operated by RRReis and U-OV.

Where did you see that De Lijn has a daily cap for contactless payments? I don't see anything about that on their pages about contactless payment, the day ticket, or in the contactless payment FAQ.

U-OV travel quite a long way out of Utrecht province. Rotterdam was already mentioned, plus there is the 120 to the edge of Amsterdam, 350 to Wageningen and 307 to Gouda. So you can potentially travel a long way for 10 euro in one direction.

Yes, you can already use the OV-pas and payment card. But the OV-pass and payment card do not yet work for all subscriptions or travel products. We are working hard to expand this quickly.

Depends on what you call a long way ;) At route 120 Abcoude is still in the Utrecht province (bordering Amsterdam) and at route 350 Rhenen is still in Utrecht province (bordering Wageningen). Only at 307 there is a municipality in between (and at 395 multiple municipalities).
Route 80 offers the most provincial border crossings within the daily cap as it enters Gelderland going from Woudenberg to Scherpenzeel, then back into Utrecht for Renswoude and back into Gelderland towards it's terminus Veenendaal-De Klomp.

By the way: it is possible to hit the daily cap by using only one bus without leaving the Utrecht province. Using one of the morning peak services at route 302 from Amersfoort Nieuwland all the way to Vianen you'll hit the cap when you're boarding at one of the first four stops.

The main benefit is that it's a separate card (I tend to keep my bank card in my wallet and have my OV-chipcard/OVpas) in my pocket for easy access when travelling.
NS subscriptions and OV-fiets will eventually only be available on the OVpas, so I'd need one anyway in the future and therefore ordered one to take advantage of the daily capping. Though actually the U-OV monthly cap is not yet available for the OVpas.

I'm assuming NS-flex will switch to OVpas at some point, and I hope capping (both daily and monthly) will work with that for all operators.

What I don't understand is why they felt the need to do this whole rebranding thing, rather than just using new ov-chipkaarten based on the new technology, but without changing the name.

OVpay offers three basic types of products: Basis, Voordeel and Max.
Basis is just the standard fare without discounts
Voordeel are products that offer an increasing discount depending on how much you've travelled (for example 10% for the first € 10, then 40% for the next € 60, etc.) or a fixed discount
Max are products where one pays a fixed amount each month, regardless how much you travel. This could be a subscription for a certain region or a monthly cap like in Utrecht.

All products which will be offered by operators will be of one of these three types, but not every region offers every type. For example Voordeel is not used in Utrecht. For Voordeel and Max one would need to register or buy something, the daily cap in Utrecht is in the base fare so applies to everyone.

Most likely because they introduced it, with new possibilities, alongside the OV-chipcard. And it actually works differently as OVpay products aren't physically on the card which OV-chipkaart products are.

I was hoping that the OV-pas won't require an actual physical card, so you could have it on your phone, maybe in Google Wallet or similar, and therefore they won't need to post it to your home.

It's not yet available, but the OVpas will become available as a digital card to have on you phone as well.

That's actually also the best solution for things like monthly caps and discount products should you want to use your phone to check in. As banks regularly change digital credit-/debit cards to prevent fraud you could loose your discount without realising. Therefore many operators warn that you should best use a physical card to connect those subscriptions to.

Unfortunately, I see that OV-pas and payment cards are not valid to rent bikes via Ov-fiets so a foreign tourist (i.e. me) is still a bit snookered. The current Ov-chipkaart requires a Dutch bank account. Is there any chance this might change?

It will change as the OV-chipkaart shall cease to exist in 2027. The OVpas will become the way to rent a OV-fiets, actually the instructions for the electronic lock are already referring to the OVpas on some bikes.

Will OV-Chipkaart holders be allowed to keep them for the full 5 years or will they have to be replaced with an OV-Pas once roll out is complete?

Technically an OV-pas is as anonymous as an anonymous OV-chipkaart: there's no photo or name on it (a personal text is available however). You personalise an OV-pas just like a bank-/creditcard: by registering it in the app and uploading a photo.
Getting an OV-pas will however be much easier in the near future than getting an OV-chipkaart. Whereas you always have to order an OV-chipkaart online, the OV-pas will become available at stores like Primera which are almost everywhere in the country. They'll just be on the shelve with gift cards, so would expect that Bruna-stores which are at many stations (and also sell giftcards) will eventually also sell the OV-pas.

OV-chipkaarten will be replaced. There will be some kind of a refund scheme with the refund depending on the validity-period left, but buying an anonymous OV-chipkaart is already discouraged now. The bulk of the personalised OV-chipkaarten will probably be cards isued by NS together with a subscription. Those are free for the subscription-taker, so probably no refund for those.

It does not. You can order one with Paypal or ask TLS via chat to order one. Only automatic top-up requires a bank account and then they have to (and do) accept any IBAN from any SEPA country (this includes the UK), provided the bank can handle SEPA direct debit. It's true that they did not accept foreign bank accounts at first, but in 2019 the European Court of Justice ruled that this is not allowed (in a case against Deutsche Bahn).

I'm mightily confused now. I'm visiting the Netherlands in March - will a dumb foreign tourist (i.e. me) actually be able to hire an OV-fiets bike - and if so what is the best way to go about it? Thanks in anticipation.

For people who prefer not to use a bank card for public transport, anonymous OV-pas cards will also be available. These can be topped up with balance and shared with others, similar to the anonymous OV-chipkaart today. A version that can be topped up with cash is expected later this year.

Sounds like the OV-Chipkaart will be valid until the end of 2027.

What travellers should do​

For now, nothing. The OV-chipkaart remains valid until the end of 2027, and there is no rush to switch. Travellers who want to try the new system can order an OV-pas online, but those with subscriptions or special products should wait until their provider confirms the product is available on the new platform.
People whose OV-chipkaart expires before 2027 will need to request the remaining balance and order a new OV-pas rather than renewing their old card. Translink advises checking the expiry date on the back of the card.

You first need a personal OV-chipkaart and then you have to contact NS customer service to have an OV-Fiets subscription added to it.
To order a personal OV-chipkaart, TLS advise to contact them via chat if you don't have an IBAN from the Benelux or Germany (I'd think they actually mean address instead of IBAN). There's a button for the chat at the bottom tight of the page.
Once you've received your personal OV-chipkaart, you can order a free OV-Fiets subscription, or any NS Flex subscription (which includes OV-Fiets). Since online orders of NS subscriptions still only work with iDeal payments, you'll have to do that via NS customer service, where they can enter your IBAN directly.

This place sells the Personal OV-Chipkaart, delivers worldwide and even allows you to pick up the card at Schiphol airport


They charge EUR 11, plus 4.95 to deliver within Europe or to collect at Schiphol airport. Is this place reliable and reputable?
