Even the brain of Google is at a loss, but I wonder if it is a variation of ’Your skin/you are a skin, little brother’. That sounds like US street slang, but all would depend on context. All this is just a guess based on experience of portmanteau words. Hopefully it isn’t anything obscene or criminal, but I can’t be sure.

It sounds like gibberish. Putting it in to translation websites and clicking detect language brings up nothing. Maybe it is one of those nonsense words that the youth seem to be inventing nowadays.

I heard it in the centre of Manchester between two young men at Piccadilly Gardens bus station.
I that case I reckon that perhaps it's as someone suggested above it might well be someone compressing some slang together which has ended up sounding like another language.

The Google AI overview on my smartphone gave this explanation:

"Yo skin lil bro" is internet slang, often used playfully or condescendingly, meaning something like "Hey, look at you, little brother!" or "Check out this skin/look!" It's popular in gaming (like Roblox's BEAR game's "Lil Brother" skin) and social media, referencing someone's outfit or appearance, similar to "watch yo tone".
Context: Used when someone notices a new or interesting "skin" (outfit, look) on another person, especially a younger-looking or less experienced one.
Examples:
Seeing a new Roblox character with a cool costume: "Yo skin lil bro, that's clean!".
Someone trying a new style: "Nice fit, lil bro!".
Origin: Popularized in online communities, including those around games like BEAR on Roblox, where "Lil Brother" is a character skin with its own lore.

Your guess is as good as mine!

Hard to say without full context, but:

Yo - a fairly standard greeting along the lines of Hey, Hi, etc

Skin - possibly a shortening of "gimme some skin", a way of suggesting something like some form of handshake, fist bump, embrace

Lil bro - little brother. Bro/brother often being used to denote a friend. Little perhaps just suggesting that the other guy was younger or smaller?

Hello. Let's shake hands, my friend.

Finally, a Rail UK forum Roblox discussion! I'm too old to have ever played Roblox, but my generation eagerly followed successive early releases of Minecraft, before the map was even infinite. A skin is the object which determines the appearence of someone's in game character.
