The 10A is one of the busiest routes in the Liverpool City region, i know part of the route are supplemented by the 8/9/10 & 10B (& part of a few other routes in St Helens), but the 10A is still busy enough to justify the current every 7 to 8 minutes frequency, i'm not sure reducing the 10A to every 10 minutes is a good idea.

Sensible.....I wonder if they might be done in time for the St Helens franchise starting in September 2026, assuming they will still go on the 10A, which they're branded for (well, the locations rather than the actual route number)
Apparently St. Helens isn't going to be electrified yet they all might end up at Gillmoss. It's possible St. Helens will get more up to date diesels in September 2026

They could end up anywhere to be honest. There's the 58 E400EV's for Gillmoss that have been built for a good while, and I'm not sure any work to electrify Gillmoss has even started yet (I'll try and have a look in the next few days), plus a large amount of Wright Electroliners are either in build or built, so I would expect some depots to have been electrified in time for September/October 2026 as I expect LCRCA want the new fleets in operation from the first day of franchising.....

Honestly I bet St. Helens will get the poor treatment as per usual. 2nd hand diesel buses that's ran loads of miles already...

If you look at it from a perspective of capacity vs seat utilisation, while the 10A may be very busy, there can often be seats free, and there are often other routes available which run around the same times and places as the 10A, also with spare seats. It's a similar thought process to what London does. If 4 buses run 60% full and you remove one bus, if all the same passengers travel, then each remaining bus becomes 80% full.

And let's be honest, St Helens to Thatto Heath you'd still have 8 buses per hour (10A and 33). St Helens to Whiston Hospital & Whiston to Prescot 9 buses per hour (10A and 89). Prescot to Liverpool still 10 buses per hour (10 and 10A). The only real place that will be at a loss is those travelling on the section of the 10A between Thatto Heath and Whiston Hospital, but my experience is that that area doesn't justify 8 buses per hour as it is.

When there is news, it will be shared. There will be lots of singing and dancing from the City Region as well as likely some kind of formal announcements by the operators.
At the Firstgroup half year results announcement the Chief Executive in the question and answer session said that he was expecting an announcement fairly soon.

I believe the operators will be informed tomorrow from what I have been told, however it may not be made public until at least 10 days after....
Standard public sector procurement stuff - you must have a 10 day standstill period between award notification to all bidders, and any release into the public domain. This is to allow any appeals to be registered.

Is this 10 calendar days or 10 working days? In that there are two bank holidays in the next 10 calendar days (and 3 in the next 10 working days (even taking Saturday as a working day)) which could knock a bit of a hole in time for anyone to kick up.

For the avoidance of doubt, I have no knowledge at all of the process so I'm not suggesting that anyone will want to kick up...

It was 10 calendar days - from the 2015 Public Contract Regs...
What is the standstill period?
The standstill period provides for a short (at least 10 calendar day) pause between the point when the contract award decision is notified to bidders, and the final contract conclusion, during which time suppliers can challenge the decision. It is a legal requirement imposed through the remedies directives.
...but the 2023 regs now specify 8 working days which they state equates to 10 calendar days to account for public holidays (but not Sat and Sun).

Basically, work on the basis that people will be told and have 10 calendar days to register any appeal during that standstill period.

He personally won't have made a big effort in it. But the overall First Group will have done. They bid for everything normally.
For them, it will be an opportunity to grow the business and will be part of the group's bid unit which was headed up by Phil Stockley IIRC. However, they've enjoyed limited success so far with Bee Network; will be interesting to see what happens as it's Arriva with most to lose.

Regardless of who wins the bid, the news will leak out who's won like a sieve from when the operators are informed until the official announcement, like what happened with the GMs Bee Network.

As has been said before, it DIDN'T leak out in tranches 1 and 2. I suggest that organisations might be very keen to ensure that they aren't the source of a leak... wouldn't be a great look to break your NDA.

I reckon so as well, there will be someone on the inside who knows it all could leak some information

Alot of the chatter during the Bee Network were well educated guesses...

We didn't get any clues with Bee Network T1 or T2, nor the schools packages. It was just T3. We will get speculation and rumour...and someone will be right (almost by law of averages), backing up @Leyland Bus's comments that there will be some educated guesses. We tend only to remember the ones that were right, not the ones that weren't...

Also. we don't even know who's actually submitted bids yet... that's not leaked out.

All we know right now is that around 15 or 20 companies have made bids and the winner(s) will not be announced until after New Year

That seems a high amount of bidders?
It's from what I heard. FirstGroup, Stagecoach, Rotala, Transdev, Go Ahead group, Metroline, Tower Transit are bound to be amongst the bidders. Arriva will probably be on there as well to retain the Birkenhead and St. Helens depots.

I'd love to know why the Merseyside franchising has been full of so much speculation and misinformation. It seems to be a huge issue within enthusiast communities and even operators own staff surrounding Mersey franchising and seemingly having an aversion to using facts and official documents/press releases. As well as so much impatience, as if the news was due 6 months ago. I really just don't get it, Manchester franchising was never this bad. Merseyside seems to be just people plucking operators and dates out of thin air and hoping that some of it sticks.

The award will be announced when it's ready, and people throwing darts at calendars to speculate on random dates helps no one. The award will be announced when it's ready.

I can't say I've seen much of the above......certainly no operators being names as 'favourites' to win a given area (although Go North West painting a Bolton based trainer into St Helens corporation livery was an interesting move.....), and any info on expected award dates are from LCRCA's own documents....as posted below, which points to towards the end of Q4 of 2025 for the award, which looking at the linked graphic looks like December to me.....

TBH, it's not the only instance. IIRC, when First Group were looking to reduce their debt pile c.2013 by having a rights issue and disposing of operations, the ill-informed speculation was off the scale. I lost count the number of times that York or Livingston depots were to be sold and to whom. As I alluded to before, there is so much speculation with this (and Manchester) that at some point, some person will be right just from the law of averages (i.e. if you fire the shotgun enough times, you'll eventually hit something).

The fact is that public procurement is both an exact science and not, at the same time. There are very definite processes that must be followed, as defined in law. However, timelines can always slip (to an extent) so whilst @gka472l highlights the indicative timetable, there's no guarantee that it must be out in December. It is fair to say that we will hear something soon - we shall see who and where in due course!
