Couldn't you argue that doesn't count as some services go via Redhill and others don't?

Shenfield?
The Redhill route is effctively just the slow lines, - are there platforms at GTW and ECR that have both fast and slows stopping at them?
Don't some GA services stop at Shenfield?

Also there's multiple platforms at both stations so will be less than e.g. a Crossrail/Elizabeth line service between any platform pair.
The Lizzy has been ruled out as it is TfL.

Roughly looking by TOC (whilst including all TOCs with more or less normal National Rail fares), 10:00-10:59 on a weekday

TfW Rail: Stockport – Manchester Piccadilly (14 tph), followed by Cardiff Central – Queen Street (12 tph)
Did you mean TfW 14tph between Stockport and Manchester?

As a variation on the OP's question, what is the most frequent end-to-end service on the network? Some restrictions:
- I mean between starting point and termination (so Waterloo to Clapham J clearly doesn't count as all those services go elsewhere)
- the calling pattern has to be exactly the same on every service
- excluding Elizabeth Line
- excluding any simple shuttles with no intermediate stops

Some London Overground services are 5-6 per hour, I am struggling to think of anything more frequent? If LO is excluded, is there anything more frequent than 4 per hour?

Do T&W metro trains count, and if so do they exceed 6tph on the Durham coast to Sunderland?

I think Merseyrail, Southeastern (Victoria to Orpington) and c2c (Fenchurch Street to Shoeburyness) are currently the only non-TfL / metro TOCs running exactly the same service four times per hour, with nothing more frequently. I think Cardiff Bay used to be a shuttle five times per hour but you're excluding shuttles, and that SWR, Southern, or both had some 4 tph examples pre-Covid.
