Can an ALR be easily bought as a mobile ticket?

As subject. I would like to have an ALR on my mobile device and print out a backup.

Rangers and rovers such as the All Line Rover are not available as eTickets. This is because of the perceived fraud risk since, as you say, you could print multiple copies and the ticket is valid for unlimited travel during the 7/14 day period it covers.

You may be able to get them in the sTicket format in future - this is how season tickets are now increasingly being offered within ticket buying apps. sTickets are similar to mTickets in that you can only view the ticket from within the app on one particular device, and they usually can't be screenshotted (if they are, or you take a photo of the screen using another device, it won't be valid). It's different behind the scenes though.

For now, they are only available in physical format - either as a conventional Credit Card Sized Ticket (CCST), or sometimes also as a Printed Roll Ticket (PRT - aka "bog roll").

All Line Rovers can currently only be issued as conventional tickets or on Paper Roll Stock.

If e-tickets were an option, they'd almost certainly be issued as sTickets and have to be displayed on a phone/tablet and couldn't be printed out as the barcode would be refreshed every few hours. (And yes, I do realise that PRT uses static barcodes.)
