East Kent Railway - Southeastern Memorandum of Understanding

From the Network Rail website:

"A Memorandum of Understanding has been signed between the South Eastern Railway (SER) and the East Kent Railway (EKR), a heritage line, sharing redundant railway assets from the mainline railway, facilities and volunteer time – and working towards re-establishing freight trains on the EKR for the first time since 1987.

At a short ceremony at Shepherds Well station on Friday 5 September, the South Eastern Railway confirmed its intention to donate railway materials including rails and sleepers, as well as other items no longer needed for the mainline railway to help the East Kent Railway maintain its own infrastructure and develop its services.

In return, the East Kent Railway will provide the South Eastern Railway with the use of its facilities, which are already used from time to time when spaces are needed off the mainline network, such as for training.

Under the agreement, both organisations will also work together to explore opportunities for the re-establishment of commercial freight traffic over the East Kent Railway, helping to deliver ‘modal shift’ in the East Kent area to address Government rail freight growth targets.

With local support, the agreement will aim to secure third-party funding to reconnect the East Kent Railway to the national network for the first time since 1987, using the South Eastern Railway’s own engineering expertise to make it a reality."

Certainly, some positives in there, and it's nice that another heritage railway has gained a mainline link.

However, I have a couple of questions regarding this agreement.
  1. Will it mean the 'reintroduction of frieght' help with the lines ambition to expand to Tilmanstone?
  2. What will be the largest visiting heritage locos that could access the line (Steam and Diesel)?
  3. How fair is this plan? Would it make operations difficult for the East Kent or will most frieght movements be during the week away from the EKR operations
Other than that, I look forward to the developments on that line with interest.

I can't imagine much freight (if any) will traverse the East Kent Railway from the mainline. I don't recall there ever being a direct route without reversal at Shepherds Well so I reckon this will just be access rights for Network Rail to drop off redundant assets.

It is, just read further about it in Steam railway (issue 576).

The issue doesn't state anything that we don't already know; however, the part at the end that 200hp Sentinel 4wVBT Swansea vale No.1 is going to be running on the line later next year is exciting. I look forward to Steam returning to the East Kent railway.

Sounds very positive.

What freight might be carried? Containers?
The line is a former coal link, but no collieries are still operational or plan to be reopened. Beyond this the line is in a very rural setting, so whatever freight is being pursued won't be large in volume.

Hence my earlier post. I presume this is just for right of access and maintenance of the connecting points etc.
