LNR/WMR Promo - valid on Merseyrail?

Logically not - the ticket says 'Valid on LNR & WMR services only', nothing about connections.

But the ticket is to 'Liverpool Stations LVP', further detailed as, 'Liverpool Lime Street, Central, James Street or Moorfields'.

So what is the actual situation?

That's where I arrived logically, but the mention of other stations adds no value and is confusing.

It can be, but only on the services of the specified train operator.

You can find very large numbers of tickets across the country where that might apply. Try Avanti only fares to Manchester, for example, or fares to London Terminals.
