It would create a much better environment on a lot of trains, where the overwhelming majority of animal owners act like they are superior to everyone else and will let their pets (more like wild animals in a lot of cases!) roam freely on the aisle, sit on seats or tables, or block the entire aisle. Of course assistance animals would be allowed.

That said, what would a pet chicken in a pet carrier count as? They're considered livestock irrespective in many legal senses.
