I have received information from an official channel that legal steps are being taken to have all level crossing assets removed from the stretch of road detailed in post 317 to bring it in line with Design Manual for Roads and Bridges Standards.
Not entirely sure what is going to be removed, but even if they strip all the level crossing equip from the traffic island in the middle of the road, I can't see them removing the street light fixed there. If that is the case, then this doesn't seem like it will make much difference to anything.

In April this year, the scaffolding came down (after about 4 years!) and the renovated Oswestry Station building is revealed. A new roof and repaired stonework.

Um, why? It's a thread about an active heritage railway and a possible NR connection. The fact that one user hijacked it to drone on about level crossings doesn't render it invalid or unworthy of discussion.

The user who has posted (a lot) about the level crossings happens to be the OP… it might be safe to assume this thread was started on the premise of the level crossing discussion, not least as it is mentioned in post #1.

Referring back to posts 317 and 325 that highlight issues about the safety and maintenance of the level crossing near the 5 Junctions Roundabout on the A5 just outside Oswestry: The issue of level crossing maintenance was raised with the Chairman of Cambrian Heritage Railways last December (2024) with the following reply:

"I can confirm that CHR complies with its obligations for any asset which fall within the charities freehold, lease areas or statutory power."

And we ask again of @CambrianView, what is most important to him, the re-opening of the all/some of the Cambrian Rlwy in Oswestry or the condition of some/any/all of the level crossings?
I like many others seem confused about this.

I have been told by those who have had previous contact with @CambrianView that he would probably be more interested in a cycleway along the old trackbed. . . (Apologies to him if this is completely wrong).

(For the sake of clarity, I am a volunteer at CHR, but not part of the management team).

To clarify the post at 325: The communication was from a government agency that are "urgently" looking at "corrosion and debris" on the A5. It states that "all disused level crossing equipment will be removed" and that "talks are being held with Cambrian Heritage Railway". "Legal steps" are being taken with a "third party".

If we take a little step back to 2016, when CHR applied for Transport & Works Act Order, we can see that the Office of Rail & Road and Highways England only real objection to the order being granted was use of the level crossings over the A5 and A483. Once that had been changed to not to being used on the level, the objections were withdrawn and the application was successful.

The Transport & Works Act Order application process is designed to look in detail at all aspects of the project. Eight years after the application was granted we are in a position where level crossings are in such a poor state of repair that they may cause a risk to drivers.

Why didn't the government agencies question CHR charitable status, with no employees, ability to adequately monitor and maintain all the assets along the 13.5 km of track, crucially the level crossings?

I'm sorry, but you're not claryfing anything. I live a long way from Oswestry and have no axe to grind here, but your posts come across as 'green biro' obsessions. Putting stuff in bold and italics doesn't make them true.

Friend, why not tell us what your grudge really is?

In the meantime, can you tell us which 'government agency' you're referring to and provide a link to the document you're 'quoting'?

The correspondence was private and concerned legal issues. The use of bold and italic in quote marks are direct quotes from the original correspondence.

I hope that provides clarification.

Having driven over it in both directions yesterday, I can state that the road surface seems smooth and level across the entire width in both directions and crossing equipment at the sides looks secure and well back from the road carriageway. The central islands seem no better or worse than any other similar traffic islands I have seen. The crossing signs etc on the islands is well within the kerbs of the islands, so unless you think they are going to remove the whole islands, including kerbs and lampposts* I don't see what removal of the crossing equipment will gain**).

With regard to the charitable status, I will be very surprised if charities were legally required to have paid employee(s). I expect there are many others that are also run by 100% unpaid volunteers.
I will also point out that CHR volunteers include several professional (and very knowledgeable) railwaymen.

* Although it looks like someone has tried to remove one of the lampposts buy driving into it. But that's not part of the crossing equipment as such.
** In the unlikely event of the level crossing being bought back into use***, the crossing equipment would undoubtedly need replacing anyway, so removal of equipment now would make no difference.
*** Unlikely to be done by CHR in my lifetime (I'm 64), but the line was on last years(?) government list for potential reinstatement. You'd have to ask the government if you want to know more about that.

But not this government's list:
The Restoring Your Railways programme was shut down by the current government. AFAIK there's no particular 'reopening' programme any more, it was a total Borisism (Sunak just left it chugging along but did not put anywhere near as much weight behind it).
Any outstanding proposals for reopening will be assessed on their own merits (which, tbf, they all had to be anyway), and will depend on individual political support for being pulled through the planning process. RYR helped give a big shot in the arm to a lot of proposals and several have been advanced by it (not least the 2 that have actually happened and 1 that is now confirmed) but AIUI RYR is no more.

Another private and confidential correspondence has come to my notice from a tax payer funded agency reassuring that safety is their primary concern in relation to the deteriorating condition of the lighting columns on the A5 level crossing just outside Oswestry. Work to replace them is scheduled to take place in October 2025. The agency is currently doing a full risk assessment to determine the scope of removal of level crossing assets where the disused line meets highways. If assets pose a risk the agency will "act accordingly" and notify the railway operator to collect the assets.

I want Cambrian Heritage Railways to take its responsibility for the safety and maintenance of the whole 13.5 km of Oswestry branch railway line SERIOUSLY, including all assets, specifically those used by the general traveling public as was the whole point of transferring powers from Network Rail to the charity (TWAO), and, if it cannot, I STRONGLY advise Shropshire Council to terminate the lease of the line with immediate effect.

What information you would like this thread to provide? Noting that the thread cannot of itself directly cause any action to be taken.

Otherwise it sounds like we may as well request the thread be closed as you require to petition Shropshire Council directly.

CHR have very wisely decided not to engage with @CambrianView on this forum. It's true that we are only getting told of any CHR level-crossing developments through the filter of one very obscure and apparently vindictive agenda whose protestations of acting out of a concern for public safety are fooling precisely nobody, but nonetheless I find it interesting, I am capable of drawing my own conclusions and would rather it were that way than being completely in the dark.

Sounds like nothing more than the appropriate authority carrying out business as usual.

I think it's clear that the OP is strongly invested in closing the CHR down, but they are unwilling to share the real reason. The state of the level crossings is obviously a RED HERRING, and it's a bit pathetic that this is the hill on which they have chosen to make a stand.
