But a lot of what you're talking about is "what if's". Under the current TFW plan as I see it on days where the fleet position is good then most of the marches is 5 cars, most of North Wales - Manchester is 3 cars, most of North Wales - Birmingham is 4 cars but that varies with the 158 situation.
But things go wrong, and as TFW haven't as yet completed their fleet renewal program, there is little contingency.
