Excess forbidden?

Would appreciate some advice on this scenario because I'm not sure about the rules.

I went to the ticket office at Birmingham New Street today (which was staffed by Avanti West Coast) and was told I could not excess the return leg of an Anytime Return marked AVANTI ONLY from Coventry to Birmingham New Street to be valid on an LNR/WMT train as "the money has already gone to that company". Is this correct?

The reasoning might not be spot on, but my understanding is that you can't excess a ticket which is TOC specific, so as to then make it valid for travel with any operator. Particularly annoying if the ticket was a "route Avanti" Anytime Day Return, as the non-TOC restricted, inter-available ticket is normally only 10p more.

You can’t excess away to any permitted, or change the TOC restriction of a TOC-restricted ticket.

To be more specific, you cannot excess a "XYZ ONLY" ticket, but you can excess a "NOT XYZ" ticket.

Technically you could excess a TOC-only restricted ticket, but the restriction doesn't go away!

An example of the latter being Excessing an Advance to a walk up ticket when doing a Change of Journey if it's not possible to change it to another Advance ticket.
