Liverpool Lime Street - Retail Unit replacing old travel centre [Project Stalled]

Evening.

Not been able to get a straight answer from Network Rail regarding the ugly construction site at the north end of the station concourse. Work seems to have stalled on the building site for around five to six months, with no sign of it resuming anytime soon. There was talk of it becoming a Greggs (franchised to SSP).

Anyone any ideas what's going on? Is this another railway contracted construction firm who've run off with the money?

Think the construction firm must be using the borrowers, because every time I've looked through the security portal for five months, there's been no-one there, and seemingly nothing's moved.
