Getting as many trains as possible back to running as normally soon as possible will sort out the safety, comfort and well-being of passengers a lot quicker than passengers taking a unilateral decision to detrain.
If they detrain, and it turns out to be ten minutes before services are about to be restored, that service then cannot recommence, because untrained persons on the line means power cannot be switched back on and trains cannot move.
