Hydrulignum is a laminated wood product, these look like wooden reproductions of British flat bottomed rail, possibly as samples to demonstrate their product.

Permali are still in buisness as agents for this laminate, just google the name

Grace‘s Guide says Permali produced electrical insulation material and includes a photo of an advert for an insulating fishplate. So perhaps that is what it is.

Almost certainly. "Hy-du-lignum", a wood composite, apparently has high mechanical strength, is water-resistant and has also been used in the past to make airplane propellers.

I can confirm these are insulators to be used with fishplates and a rail-shaped section of similar insulating material to form insulated rail joints. These separate different track circuits from each other. Tubular insulators are slid over the bolts where they pass through the rails to ensure there won't be any unwanted short circuits.
A very similar material has the trade name of 'Tufnol'.

The '110A LB FB' is the type of rail that the insulator is designed to fit.
