When is/was the ASLEF ballot - is it safe to book?

You should be fine for booking trips now, as all strike action is over.

I would be extremely surprised if the pay offer made to Drivers is knocked back.

It's already been mentioned on this forum that drivers are starting to receive their ballot papers. It's extremely unlikely that the offer will get rejected and I anticipate the two years of national disruption is at an end, thankfully.
