Could there ever be a situation where (like Boeing) engineers were bullied into keeping quiet about safety issues by senior management in the rail industry?

If not why not?

If not why not?
Could there be? Of course. However, it's less likely since Network Rail isn't a for-profit organisation with shareholders expecting a dividend at the end of the quarter. So there's much less incentive to prioritise short-term gain over long-term stability.

Was management pressure identified as a factor in the Clapham Junction crash?

Of course it could - we’re talking about relationships between human beings after all. That’s why there are rules around whistle blowing etc but ultimately there’s nothing you can do to rule it out completely.

You could try asking Gareth Dennis, he'd have an opinion.
You appear to have misunderstood that matter; that wasn't whistleblowing, and it was covered in another thread:
It's worth saying Gareth isn't claiming to be a whistleblower here. Infact very much the opposite (he's tweeted today specifically saying this isn't about whistleblowing)...
His comments are not, in any way, whistleblowing. However they are fair comment to make, depending on the understanding he had with his employer .....

Whistleblowing is not slagging off your enployer's client in public about an issue that was already in the public domain and being addressed through an enforcement notice issued by the ORR...
...Had he voiced his concerns through the proper channels?
Just spouting off to the press is NOT "whistleblowing".
It's not exactly whistleblowing either if the mater is already subject to ORR processes....
...There’s a proper way to raise concerns and it’s via the whistleblowing regime.
