Maybe these questions are obvious to you, but see where I'm from!
In Iran, we don't know anything about this topic and we want to learn about it and use the experiences for RAI.
In addition, I have been working for RAI about a year and I don't have much experience, and I would like to use your experiences and learn from you.

Sorry for the unduly harsh responses. We tend to receive a lot of fake requests, so I hope you can understand the frustrated responses from some members.
I'll try and give a concise explanation - Shift2Rail has 3 main objectives.
These are -
1.) "Achieve the Single European Railway Area through the removal of remaining technical obstacles holding back the rail sector in terms of interoperability and through the transition to a more integrated, efficient and safe EU railway market, guaranteeing the proper interoperability of technical solutions."
Basically this means that investment into rail product innovation by the public and private sector should be aimed towards creating a compatible rail network across the European continent.
This may mean compatible signalling, track gauge, operation laws and standards etc. will all be homogenized (as far as is possible) across the European network to enable as much potential or actual traffic that is able to travel anywhere on the European network, without significant barriers.
2.) "Radically enhance the attractiveness and competitiveness of the European railway system to ensure a modal shift towards rail through a faster and less costly transition to a more attractive, user-friendly (including for persons with reduced mobility), efficient, reliable, re-designable and sustainable European rail system."
So this means the European directive will focus on innovation that makes modernisation/expansion and integration of the European railway network continuously easier. This will probably focus on making new or upgraded railway infrastructure projects cheaper, but making life easier for passengers too (especially those crossing borders as a lot of national railway operators are not very well integrated together).
3.) "Help the European rail industry to retain and consolidate its leadership on the global market for rail products and services by ensuring that R&I activities and results can provide a competitive global advantage to EU industries vis-à-vis foreign competition and by stimulating and accelerating the market uptake of innovative technologies."
This point addresses the issue of European rail industry manufacturers struggling to compete with a lot of other key players (e.g. China/Japan) in rail industry product innovation. If effort is put into increasing product innovation, the European rail industry is not only able to improve their products for the domestic market, but their exports will be more competitive in a crowded market.
