Pretty sure it’s the public timetable. I remember as a Controller trains arriving 10’ late, only to be hailed a PPM success due to a two minute differential at destination.

Tell that to daily performance reports I read! It may not be a truly "official" figure but it is still very much used in the industry. Even the ORR report refers to PPM https://dataportal.orr.gov.uk/statistics/performance/passenger-rail-performance/

PPM itself doesnt exist anymore.

Oh it definitely exists. But it is not, now, a measure by which the ORR or DfT holds the rail industry to account for.

That’s except for the Elizabeth Line, where TfL do measure MTREL on PPM and incentivise them accordingly.
