We've established that technically (and boy is it pedantic - as it changes nothing for the sake of this discussion) some roads are still classed as de-restricted in the legal paperwork, as they could one day be truly de-restricted. However, none of them are actually allowing you to drive at any speed because a ruling that sets limits at 60 and 70mph is in place that overrides the de-restriction.
So, you don't need a 70 sign on 'some special roads' as 'there really would be no speed limit at all' as that's nonsense. They'd be covered under the restriction of 60 and 70, based on the type of road, like anywhere else!
