I doubt that either all the ticket machines will be down or the booking office closed at Dublin Connolly, Drogheda or Dundalk in advance of an Enterprise departure.

There will always be edge cases for which the TVM does not cater for.
Seems strange the it's 50/50 dependant on operator whether you'll be charged on the train for this.

Not really here in Ireland where the fares are an awful lot simpler than in GB.

There are certain tickets which must be purchased from the booking office. Most can't sell tickets on Sundays on IE however. There are ways around it. Endorsing a child ticket from a TVM for an adult to use in lieu of a discount for example.

On Darts/commuters show your FIP should you encounter RPU. Purchase your ticket later. Some manned stations that can't sell tickets MAY endorse a child ticket from the TVM as above.
On Intercity trains with a CSO, buy your ticket from them.

Its a boots on the ground way of dealing with it. There is no official policy as such now. TFI seem to think that everyone that uses trains has a Leap card or books online so no provision is made now for FIP or even the one day family tickets which were abolished 2 weeks ago.
Its getting worse for people visiting Ireland.
