I think we can forget about any passenger services running on the current freight only line. The line out to Glazebrook is very unlikely to get any investment to reopen. The 'south line' is used for passenger traffic and goes through Baguley and Cheadle. I can't see a new service being introduced for either Sheffield-Chinley-Altrincham-Chester or Buxton-Chinley-Altrincham-Chester as they would avoid Stockport and Manchester. That may be a good thing for passengers travelling between Wales and Derbyshire/South Yorks but omitting Stockport and Manchester wouldn't have the same business case.

Was the condition of the bridge over the Manchester Ship Canal and the costs associated with its repair, one of the reasons why the rail link from Glazebrook to Deansgate Junction was closed to through rail traffic?

Yes, that and the run-down of the Liverpool dock traffic.
The bridge at Latchford which carried the Deansgate Jn-Lymm-Warrington Arpley line (now part of the Transpennine Trail) was also closed for the same reason.

Birkenhead to all stations up the Mid Cheshire..hock: It would take forever. Still, it could be a commuter route with decent enough rolling stock. I suppose it could run to Altrincham for the Metro??

Would this use the tram-train from Chester that Cheshire East council is to commission a study upon, with a view to examining the proposal for such vehicles to run on the existing heavy rail paths between Chester and Altrincham, with the ability to access the Manchester Metrolink line at Altrincham and then run into central Manchester? It is said that TfGM will be closely monitoring this situation, as they have made contacts with East Cheshire council with regard to areas in the North Cheshire region where a common interest would exist.

The line from Birkenhead would be viewed by Merseyrail, if re-opened from near its former terminus, as yet another extension of their 3rd rail system which currently runs to Chester. It is from Chester onwards that the 3rd rail system would meet many objections to the spread of this system from within the boundaries of its current area of operation. Remember that the Bidston to Wrexham line, currently operated by ATW, was never seriously considered for 3rd rail electrification from Bidston onwards.
